Online 499Rs (Puerto Rico)

In the past we only had to issue 499R for handful employees but this year we are expect to issue 60+ employees.  Until the last year we created PR workbench (followed JDE year-end guidelines) and created PR files.  We (Payroll Manager) then log into PR website (3rd party?) and upload a file that we created from E1 (we are on vs. 9.1) and printed 499R from there and mailed them to employee.  Very much manual and we think there should be more automated way to handle this in E1.  Why can we create and print 499Rs just like we do
