Format Payment Instructions gives incorrect filename extension after 12.2.8 upgrade

Our payment process profile was configured to have a prefix of "SHERWILL" and ".gb.xml" as the file extension This would result in a filename of "SHERWILL9999999.gb.xml" however after upgrading our test instance to 12.2.8 the same PPP is now giving an output of "SHERWILL9999999.txt.gb.xml". I've double checked the PPP and XML publisher templates and nothing has been touched that I can see and I cannot figure out where the extra ".txt" is coming from. Any ideas?
