Can employee record control whether or not tax will be added on the requisition?

in E-Business Tax (MOSC) Question

We have one employee who creates a requisition and the tax is not being added and when someone else, using the same information creates a requisition, the tax is being added. The item is taxable.

We have E-Business Tax implemented and on 12.2.5.
