In SLM can we have requirement questions dependency

Can we use assessment questionnaire  functionality without  using the assessment to be routed to approver on assessment team?

our requirement is to have an assessment question on the main registration form which the suppliers completes , based on Category selection the T&C should be  displayed on the registration form-  Dynamic  population/display of fields based on category selected.
