10/3/2019 - Initial publication

10/21/2019 - updated project name and activity name nodes in the xml file to use a category and not the subitem name

10/29/2019 - updated the Final_Monthly_Output.xsl to address an issue with submitting project metrics with rebaselines.

02/21/2020 - updated the Final_Monthly_Output.xsl file to omit the projectMetric node when it's left blank.   For projects with an end date on or prior to 8/31/2019, this format will pass submission.

02/25/2020 - updated the OMBMonthly.xml file to include projectMetric elements in the rebaseline section

03/26/2020 - updated the Final_Monthly_Output.xsl file to address an issue with the reviseAddPerformanceMetric operation
