The personalization link is not displayed on any page in iProcurement

We are trying to remove the Add Another Row button from the requisitions distributions page.  The issue we are having is that we do not see the link to Personalizations on that page, or any page in iProcurement.  for my user, we have set the following profiles options to Yes:

Personalize Self-Service Defn

FND: Personalization Region Link Enabled

We are accessing iProcurement using the out of the box, iProcurement responsibility.

If we are in Buyers Work Center using the Purchasing Super User responsibility, the personalize button is displayed.

Is there some other setting we need to update to see the Persoanlization LInk???
