19c DBA_HIST_SYSMETRIC_SUMMARY grant select privilege on container database doesn't show expected results

19c Single Instance Container database

I'm granting DBA_HIST_SYSMETRIC_SUMMARY in container DB to a user in a Pluggable db and I get zero results when I query the DBA table from within the Pluggable User account. Anyone know a fix for this or how to make it work like I want?
