12.2 adop phase=fs_clone hangs after installing AD and TXK Delta.11

Has anyone ever encountered an issue with adop phase=fs_clone hanging with no logged errors?  I had applied AD and TXK Delta.11 patches in a test environment without issue and then went to load them into production and now the final stage of adop (fs_clone) is hanging there.  It usually takes just over one hour and I allowed it to run overnight and it doesn't move.  From the log files, it looks like it hangs within 10 minutes of starting.

It gets past the Validating configuration on our admin and DMZ nodes, then says it's Running fs_clone on the admin node and just hangs.  I looked around all kinds of files and logs and cannot find any errors.
