CNC, DB and Operating System - JDE1 (MOSC)

local web do not load page

In 9.2. TL 9.2.3.4, Local web launch browser but do not load any content on page. just spinning page. see the attached screen print.

JDK version : 1.8.0_181

Weblogic 12.2.1.3.0

C:\E920\MISC\ojdbc7.jar

I observed that Admin server do not start automatically. I tried to start manually and able to login to weblogic console but this will not help to load JDE page.  I have attached JAS, Root and E1server log.

Any help is most appreciated.
