Delete order route code within P43008 order type OM

JDE E1 - Version 9.1 .  I need to delete an order route code who now is a terminated employee.  I am getting the below error:    There are no Orders Awaiting Approval withinn P43081. The user was set up in the JDE World in order for orders to be automatically approved.     Is this because the employee address # has been terminated or F4209?
