Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. Error on Service Contract when trying to change Bill to Location

When I'm trying to change Bill_to location on Service contract then below error pops up.

When looking at the HZ_LOCATIONS found that there are 2 records with same Location number . please let me know what should be done.
