Has anyone tried to load department information thru an excel to ci?

I am trying to mass load some department updates (component DEPARTMENT_TBL).  When I use an excel to CI to insert records with a new effective date, it gives me an error that the keys already exists.  It is true that the setid and deptid already exists on the table but not for that effective date.  I have tried both the delivered and custom CIs with no success.  Any suggestions would be appreciated.
