19-D Preparing for U.S. Year End Reporting

I see that the Year End Processing Guide for 2019 will be delivered separately in early November.  The 19-D documentation indicates patches 29869845 & 29872240, which update the Tax Form Definition/Print Parameters for 2019 and XMLP updates for Year End PDFs for 2019 are included; however, the section stating that the 2019 rows must be inserted before applying 19-D is not included in the documentation like it usually is  The 2019 rows will need to be inserted before applying 19-D, correct?.
