ojdbc6.jar - Certified wtih 19c if COMPATIBLE=11.2.0

Hi

We are wanting to upgrade to Oracle RDBMS 19c but have applications running that are using ojdbc6.jar that cannot be upgraded at this time.  I've reviewed the information at https://www.oracle.com/database/technologies/faq-jdbc.html  but admit I have some confusion after reading this.   I understand the one table shows that ojdbc6.jar comes in 11gR2 & 12.1 or 12cR1, but another table in the link regarding interoperability and certification seems to indicate that ojdbc6.jar will work with all RDBMS versions > 11gR2.

Can someone please clarify for me what RDBMS versions we can use ojdbc6.jar with?  Also, if we were to install Oracle RDBMS 19c, but set compatible to 11.2.0.1, which that allow ojdbc6.jar to be used?
