Where is the 19c Personal Edition?

Hi everyone,

as the title says, im failing to find the 19c Personal Edition.

There are documents like this here https://docs.oracle.com/en/database/oracle/oracle-database/19/dblic/Licensing-Information.html#GUID-AB354617-6614-487E-A…

it's saying that there is one Personal Edition for 19c, but i cant find it. Normally for 12cr1 you had the choice for one of the three Editions (SE, EE and PE). But this is not the case for the 19c Software installation.
