compensation planning cards not visible to power users

I am using EPBCS.

Can anyone help with the question why a Power User who is provided with the necessary security to the forms/dashboards do not see the same cards as Admin.

Is that expected behavior?

As admin, I can see the Compensation Planning cards

Power Users with security access to Forms and Dashboards see only following missing the top 3 compensation cards.

Power Users can see the same card in the Data Folder. For example, the 2nd card for Manage Existing Employees
