Why would P420111 SO Generator populate a zero instead of sales order number in the Add order field

Why would P420111 SO Generator populate a zero instead of sales order number in the Add order field.

The process works for customer service without issue. It does not work for me. Could this be a security issue? I do have the ability to create sales orders.
