On Windows 10 ->Authentication Failed Error Message Opening RTF File

I just upgraded to Windows 10. When I try to open an RTF file generated by Payables by clicking View Output -> Open and Word opens with the error message "Authentication Failed". I found the problem on this note:

In Windows 10 (after Oct18 CPU patching),when try to view Concurrent Request Output it fails with error "Authentication Failed" (Doc ID 2484620.1)

Unfortunately, the instructions do not make any sense to me. The note says:

For windows 10 a solution is to change the MIME type for RTF to  application/msword.  So the two systems (Oracle EBS) use the same MIME type. i.e. application/msword
