Activate Shipment Creation Sutem

We have the Transportation Management System.  I am trying to get everything necessary setup so the system will create shipment numbers.

On the TMS setup menu, the is an option labeled "Activate Transportation Subsystem".  When I select this option, I see a screen that says "Activate Shipment Creation Subsystem".

Are these the options to take to activate TMS (i.e. turn on TMS)?  If I take the option to "Activate Shipment Creation Subsystem", am I completing the activation of TMS?
