Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Is there a template that I can use for a business case to upgrade from 9.0 to 9.2

there was also an oracle website where you can compare releases - these are not available anymore?
