How can I add initial time off accrual balance to employee?

What is the best way to add an initial Time Off Accrual Balance to employees?

We were using One Time Overrides but have found since Leave Tracking has been turned on we would need to do that prior to their actual eligbility date. 

Is there a way to add an initial balance upon enrollment if we use batch enrollment?
