<?start:body?> is not working in the rtf template in BI publisher

Hello,

I am new to this community.If I repost in the wrong group,please redirect me to the correct group.

I am working on one of the BI Publisher report.The requirement is to repeat header and footer on every page except the terms and condition page.I tried to use tag <?start:body?> and <?end:body?> to repeat the content,but somehow it is not working. In the template,I have 2 groups and subtemplte calling for Terms and condition.

We have go live in coming week.Would really appreciate,for any pointers asap.
