Java cache port issue

HI All,

We are facing issue with EBS services being restarted and services taking long time to come up or wont come up due to java cache port issue.

We were facing this issue in production from past few months whenever we restart EBS services like opmnctl services or concurrent managers or workflow services etc.

This system was fine until April when DR event has happened and this issue started.

We assume some configuration is missed and not able to figure this out. We contacted Oracle SR as well and they suggest to change the default port to some value. I just want to understand why all these process want to acquire the same port when different port range is allocated to each.
