Siebel IP 2019 upgrade

Hello!

We are currently on Siebel Innovation Pack 2016 and are planning to upgrade to 2019 (update 7).

From what I understood it is going to be a multi step upgrade, first being Migration installation of Siebel CRM version 17.0, then Migration installation of Siebel CRM version 19.7 then Incremental repository merge.

I am a little confused as we did not do a 2 step upgrade in past. So how will the steps be given we will have 19.7 on new servers entirely. From what I understand this is what it will be-

1. Install 17.0 on new servers

2. Migration of Siebel to 17.0

3. Install of 19.7 on same new servers
