Solution for capturing 'Inspection Required' before Ship Confirm [no Project Contracts]

My client is using a WMS enabled Inventory Org. For some material they need to perform a quality inspection before shipping the delivery/ sales order. There is no standard functionality to enable this without also having the Project Contracts module installed (from what I've read). Does anyone have a work around, solution, or previous experience with this scenario; and a recommendation?

We are looking for a way to track the inspection step in Shipping.
