How to obtain patch#25509398 from Oracle support?

In "Patches to apply before upgrading Oracle GI and DB to 12.2.0.1 (Doc ID 2180188.1)" it is said:

DB 11.2.0.3  needs  patch 25509398

MERGE REQUEST ON TOP OF 11.2.0.3.0 FOR BUGS 17168126,17500165,19234907,21255373

Contact Oracle support to get the patch.

How exactly should I contact Oracle Support for this patch? Create a technical SR?
