Agreement Forms in HR

We are trying to determine the best option for building fluid HR agreement forms with delivered PeopleSoft functionality.  I am looking at the various form creation options and not finding any that appear to meet our need.  Right now I am looking to reproduce three forms, two of which are a page of text with an Agree checkbox at the bottom.  The third form contains three sections, and following each section is a Y/N response and space to add comments.  There is a final statement and Agree checkbox at the bottom.

Can anyone advise if this can be accomplished with delivered fluid form creation options for HR?  We are on HR 9.2 and PT 8.56.14.
