Does anyone have a set up that will Exclude a Medical FSA spending plan election with an election of

I have used the HSA exclusion table to make sure medical FSA can't be elected with an HSA spending plan however we have discovered that the system will allow election of the 1X High Deductible Health Plan itself along with the Medical FSA spending plan.  I can't seem to locate the FSA equivalent of the HSA Excluded coverage's table to prevent it form being elected with the HDHP.
