submitting Demantra Submit workflow concurrent request erroring out- with the below set of errors

workflow is working fine, however while submitting concurrent request thru EBS, Demantra Submit workflow concurrent request is erroring out.

Unexpected Error occured while invoking the routine UTL_HTTP.REQUEST

ORA-29273: HTTP request failed

ORA-12535: TNS:operation timed out

ORA-06512: at "SYS.UTL_HTTP", line 1491

ORA-06512: at line 1

Unexpected error occured while submiting Demantra Workflow, custom exception

User-Defined Exception

12c database, with 12.2.5 EBS VCP and 12.2.5.1 Demantra Installed
