Using Group Build with Matrix Teams

Hello! Using the new Manage Business Partner navigation collection in PUM 31, I cannot get any Group IDs to show up so I can select them in the Matrix Teams page. 

My steps:

I built a Group Definition in Group Build. I added my user profile to in the Security by Group component so I can update the Group. I also added the HRMH_MATRIX_SETUP component to the Security by Group component list (same as our demo environment where it works). But the Group IDs are still not available for selection. I played with all the effective dates but the Group ID will not show up like is does in our PUM31 demo environment.
