User list for use in FR, Cloud

Is there a way to create a user list for use in a FR Cloud book?  The report used account as the POV and returns all departments for an entity that has $ in that account.  In on_prem I created a user list that  each rollup of accounts accounts and used that as the POV in the book. In our cloud version I cannot find a way to create the user list so I am having to suppress accounts that are not used by this entity.  The run time for a book is over an hour.  I have tried suppressing
