ACA 1095C All 12 Months Box

How does PeopleSoft populate the "All 12 Months" boxes for line 14, 15, and 16?  Even if I have an employee that has the same values from Jan through Dec, the ACA Data Extract process does not populate the "All 12 Months" boxes.  Could I be missing a step or does PeopleSoft just not populate these boxes?
