How to create a new quote (not updating exsiting) using API?

Is there sample code that can be used? This is for Rel 12.1.3.

We are looking to create a new quote with an item of item_type_code = 'MDL'.

In one of our SR with Oracle, we were pointed to a document (Doc ID  1930489.1) but this is to update the quote later once the quote is created. The update requires a quote_header)id, configration_header_id and confg revision number, none of which exists at the time a new quote is being created.
