UnBilled Transactions Conversion

Hi

Our scenario is as below

1) Unbilled Transactions  before projects go live for project1 as below

Time: 100 USD ( 10 hours @ 10)  ( Revenue will be taken upfront )

Expense 50 USD  ( Revenue will be taken only during billing )

How to do the conversions below

1) IF we load above transactions unbilled and running draft revenue - system is doing below

A) Generating Draft revenue for both of them which we do not want
