Oracle 12.1 CPU utilization is minimal.

I have an oracle 12.1, 2-node RAC production database for Credit Card Management System. Hosted on Oracle Solaris 11.3 on sparc machine. I always see that the CPU remains Idle or 1-2 percent used but Memory and swapping is high. Users often complain about slowness. The current situation not allowing to add more physical Memory instantly. So, is there any thing that can be done to increase CPU utilization?
