EM 13.2 PSU has released for the OMS

HI Everyone,

We have released the Oct 2019 PSU for EM 13.2 OMS.  Although EM 13.2 is no longer covered by Error Correction, we have gotten agreement from Sustaining to create one more PSU in Jan to help those of you still running 13.2 as you wait for/upgrade to 13.4 which is expected around the end of the year.  For details on the Oct PSU, See KM Note 2594351.1.
