Siebel Upgrade Recommended Version

Hello,

We have Siebel Application on IP13 (8.1.1.11.16) and we are using the Siebel Power Communication application with eCommunication Object Manager for Telecom Industry. We have a plan to upgrade to a newer version and we are targeting IP17 (2017), is this the recommended version to upgrade to or you suggest another version? also what about the roadmap and support lifecycle of this version (2017), is there a specific date for the end of support and fixes on this version (2017)?
