Disaster Recover Trial

We are planning on having a disaster recovery test soon. We are on Oracle EBS 12.2.5 with database 12.1.0. We are not using RMAN as part of our backup strategy. The plan is to restore either the offline backup or the hot backup of both the database and the app server to the servers at the DR site. What would be the procedure for bringing up the environment?
