Outside Operation - Partial Receipt

We are performing an outside operation.  When we perform the receipt, we receive a partial quantity.  We have no plans to ever receive the quantity remaining to receive.  However, next status is at 410.  We need to be updated to 999.

Can someone share the process of how to cancel this remaining quantity as well as update the status to 999?
