Peoplesoft Visa Permit page does not show top of stack rows with respect to effective date

We are on Peoplesoft HCM ver 9.2.

We have entered and saved a new row for Visa/Permit Data in PeopleSoft.  However, when we go back to the Visa/Permit page, it does not show the rows as per effective date.  Instead it shows the rows as per Alphabetical order of the Visa Type selected.

Did anyone else face this issue?

Does anyone have suggestions on how we can make the rows show up according to Effective Date?
