Performance issues - system unusable during online patching cycle EBS 12.2.6 anyone?

During online patching does anyone experience performance issues?

In a number of occasions during quarterly patching, we have had to reboot instance as database became unusable.

This is a huge system, with 6 apps tiers and DB size of 11Tb, with thousands concurrent users (self-service session 7k and forms 3k) so for us online patching is very troublesome.

As it stands when the system becomes unusable during apply phase users are thrown out, the last patching issues caused locks and by the time we raise an SR to investigate, we have to bounce the instance as this is 24/7 system and cost to us for any downtime is huge.
