oacore_server1 in ADMIN state

We are doing a disaster recovery test. The production servers were re-created at the DR site and then the backup was restored for the database server and the application server. I brought the database up and I can connect to it from the app server. I ran autoconfig on the database server and then the app server and started the apps server. The weblogic console starts but ALL the managed servers are in an ADMIN state. In the log for the oacore_server1, I found this error message:

<Oct 17, 2019 3:13:08 PM EDT> <Error> <Deployer> <BEA-149205> <Failed to initialize the application 'oacore [Version=1.0.0]' due to error java.lang.NullPointerException.
