Upgrading vertex from 4.2.4 to 4.3.2. Any ESU's required?

I'm hoping to avoid having to submit a service request so hopefully an Oracle expert can help me find the answer to my question.

Canadian Payroll:

We need to upgrade our JDE 9.1 environment from Vertex 4.2.4 to 4.3.2.  I see that versions 4.2.8 to 4.3.2 do not require any JDE updates but I am wondering if we need bug 26909811 from JM22660 in order to support 4.3.2. or any other ESU to support the upgrade form 4.2.4 to 4.3.2.
