OE FSA Election Terminated by MSC Event

Our Open Enrollment period is 8/1 thru 8/15 for a 10/1 effective date.   We have a large number of MSC events processed between 8/16 and 10/1.  We noticed this year a large number of employees 10/1 FSA elections terminated by the MSC event processed between 8/16 & 10/1.  I've been using PeopleSoft for ages and never encountered this.  We are using ebenefits and are on 9.2 PUM 29.  Has anyone encountered this? If so, how did you prevent it from happening for future Open Enrollments.
