Pick Release process could not allocate Error

Hi,

I am facing below error while running launch pick release, Please guide how to resolve it, Already inventory periods, and Inventory transaction defaults are there.

Pick Release process could not allocate 10 of item 78100025000 for order 201900001 as there was insufficient quantity available Or Inventory allocations have failed, and the line has been back ordered.
