How to enable "Authorized_to_ship_flag" as YES

Hi Friends,

some order lines status getting stuck in Booked status and workflow in
error: OE_Shipping_WF.Shipping_Activity(OEOL, 2031914, 255301, RUN, 20120420521351,6,10,44,46,E5E6,E-33)
Wf_Engine_Util.Function_Call(OE_SHIPPING_WF.START_SHIPPING,
OEOL, 2031914, 255301, RUN).

Further analysis, I have observed that AUTHORIZED_TO_SHIP_FLAG is disabled.
As workaround, enabling Authorized_to_ship_flag checkbox and processing orders.

But How we can  AUTHORIZED_TO_SHIP_FLAG checkbox always checked ??

Do we have any setup or profile or defaulting rules to make it enable for
all eligible order lines automatically?
