File cannot be accessed when trying to add a PO

Row security ( Inclusive ) set to add, change, Delete,view for both rows - 1st row set to table = *all and Alias = CO. The second row has table = F4301 and Alias = KCOO and the From value = 16000 and thru Value = 16000

Please help
