Can we add a second Submit Enrollment button at bottom of enrollment screen ?

On the Benefits Enrollment screen, a user will scroll to bottom to see all of the benefit cards.  This obscures the Submit Enrollment button at the top right of the screen.  All they see is the Next button in the activity guide at the very top right of the screen. There has been confusion during testing. A user will click NEXT thinking that he has submitted enrollment and then get concerned with the preview report isn't right. 

Can another Submit Enrollment button be placed at the bottom of the screen?
