Unable to access Xcenter after install

Let me first say that this is the first attempt to installing Xstore. We followed the Implementation and Security Guide for v18.0. On page 3-31 we are attempting to validate the URL (https://xstore.office.biz:8443/xcenter/dtx/GetById?NAME=Party&ID=1000::0) and it fails with:

HTTP ERROR 404

Problem accessing /xcenter/dtx/GetById. Reason:

    Not Found

Have also tried going straight to the ip (replacing xstore.office.biz with the machine ip) and that fails too. What would be the first thing to look at here? We are able to successfully access Xadmin.
