How to enable attachment on QuickPay form?

We would like to enable attachment on QuickPay form so that we can attach supporting document for ad-hoc payments. The attachment was disabled by default. I tried to enable it but it is not working as expected. It gives following error:

atchmt_data.atchmt_insert_allowed cannot find ATTACHMENT_BLOCK_ENTITIES_RG
